There's very little Russian artillery (yet) and 'enough' Ukrainian artillery (and shells).
Ukraine and Russia don't actually use that much artillery in Kursk. Everybody lobs rockets from expensive systems. Probably it is too dangerous to bring a SPG close as drones, recon groups and stragglers are moving around.
