Hmm, so I suppose that redundancy is the name of the game. If you have extra radars and command centers (and people to man these), you can extend the coverage of the system (you don't need to have eight launchers in a single position, better to have 2-3 positions with 3 launchers or so instead?)
I was thinking - what if Ukraine blanketed some important regions with passive sensors? (eg microphones), which would alert to airplane presence without emitting anything? That could help with situational awareness
