troops called up this week are for mandatory service not for the mobilization (officially), they might be used in the rear (in Russia proper) and they can be coerced into signing contracts. But they are different from the mobilized troops from last fall.
That's the official, legal rule. But some that fell under that designation were part of the original invasion and at least one of the dead on the Moskva should not have been in a war zone. Still, the law is the law and we know how Putin reveres international and domestic laws.

Mind that Pudding declared all of occuppied Ukraine for 'Russian territory'.
And even parts that are not occupied anymore or never were.
