Ukraine has long range radar data also, in exactly the same ways, and the F-16 has datalink. As you say, R-37M merely suppresses fighters, *IF* it is present. And when it's not, it won't. And it can not always be present.

Yes but the vast majority of Ukraine long range radar systems are currently not compatible with the F-16s datalink, and NATO would not be able to able to share datalink information with those jets without becoming involved directly ( and that's even if their EWR assets in field would be close enough to be of use) and you assume those datalink systems will be left in (likely they won't for the above reasons and for NATO opsec) so again they are still in the same boat, as the MiG-29s and Su-27s.
As for *IF* the R-37 armed jets are there. The VKS is using both Su-35 and MiG-31s to patrol the airspace on a regular basis, and they have more of them then Ukraine would have F-16s so it won't be easy to find a hole to exploit
