It was charged with building, launching and operating satellites and then disseminating the information collected. It did a very good job building effective satellites on time and under budget. (Instead of returning the money they saved, they started building a lavish set of headquarters buildings. The whistleblower complaints led to public acknowledgement of the NRO). It also did a very good job collecting information. The problem was with processing and dissemination.

And the previous day another MP posted that the main Russian request during the 2022 peace talks was for Ukraine not to go to NATO, and Zelensky almost agreed, but then there came several persons from NATO and told "let's just fight", thus the peace talks were canceled.
All of that looks like an information campaign to prepare the Ukrainian population for a capitulation. Or a sign to NATO that they will be deemed weak and unreliable once Ukraine goes out of ammo and is defeated.
Or he was arrested because he collected information against Biden Jr 5 years ago. And now it is Biden who provides the arms. You never know with politicians.
It's an old tradition here (at least since USSR) to call political opponents traitors or "foreign agents', the last one is the modern Russian phrase. Check Animal Farm.
What I have heard back in these days was "We need to ensure that any future talks don't end up selling Ukraine out, or repeating the mistakes of the past".
So your "old tradition" appears to be real considering the past and indeed tradition in decades of unarming Ukraine.
You write presisions declared or measured, civil or military broadcasting? Glonass is standardly contain in civil geodetic measurement withount any known impact in accuracy.
Another update: a debris of a Shahed contained a previously unseen block with a Ukrainian SIM card. That can be used to:
* Find the drone's coordinates and feed them to the navigation module, instead of GPS. However, that is going to be imprecise.
* Change the targeting during the flight via the mobile internet. That will allow Shaheds to target Ukrainian AD positions as soon as they are revealed by shooting down the first line of Shaheds.

GLONASS position accuracy is 5-10m while GPS is 3.5-7.8m.
It is an ageing network, the first updated GLONASS-K2 satellite reached launch in the middle of 2023, or a decade behind the original schedule.
It is claimed two more are being built, probably delayed by sanctions

Of course, GPS is better when used in conjunction with GLONASS. Several sources say GPS is slightly more accurate than GLONASS.
