BTW, the principal reasons Putin can't pay is that he's out of Russian cash: over 25% of reserves were frozen when the West froze assets of the Central Bank of Russia.
Theoretially, Putin could now reach back on his own accounts, but hey: don't worry, he's never going to spend any of 'his' money (i.e. all the billions he's lifted from Russia over the last 22+ years).
