Finally, you're ignoring the fact that NATO approached the issue of targeting the Serbian power grid in a much more sophisticated fashion than Putin can dream about doing even 20+ years later: it wasn't 'destroying' it, but temporarily disabling it with help of special ammo (see: CBUs filled with graphite). Thus, the Serbs haven't had to replace and repair their entire power grid, 'just' to clean it (which is why this recovered very quickly, too).
