Yes, they did. Such mistakes are actually quite common (and their history is very long; one of worst such cases in WWII caused over 500 casualties).
But:
Everybody can read the findings of the board of inquiry related to that case (in the case of Russians, nobody can read any kind of Russian findings into why they bombed Turks),
those responsible for opening fire at Canadians were sentenced (nothing similar happened with responsible Russian officers), and
the Americans apologised for their mistake: Washington didn’t put the blame on Canadians.
