Yes, that used to be the case. The problem is that since around a week, all the roads from Chernihiv towards south-east are under the Russian 'fire-control' (i.e. troops are not present there, but can open fire at vehicles travelling these roads). Plus, the 1st Mech is 'not exactly' in Chernihiv. That's as far as I feel free to say.
