Time is relative. When Putin ordered his troops to Syria, he was indicating something like a campaign of six months of aerial bombing. After six months, he declared victory for the first time. Some 7-8 months later for the second time, and two years later for the third.... as is well-known, they're still there, the war is still going on. 'Doesn't matter', because Putin said on the TV that 'war is over' and that's it.
That's how Putin's rule works: TV-appearances, nothing else.
