That's what 35+ years of studying Arab experiences taught me: Egyptians, Iraqis, Syrians, all tried to convince the 'Soviets' (who were, usually, Russians) to apply this or that improvement. 'Nyet, nyet, and nyet: you think you know better than Soviet rocket scientists....?'
