There are plenty of ‘good guys’ there, but next to no news about them: they’re not as flashy nor as ‘attractive because bad news’ as all sorts of Jihadists, Assad, Russians, IRGC, etc. — and thus largely ignored. Here few exceptions:

Of course, this is incompatible with the general thesis that ‘all Syrians are terrorists’ and ‘Islam is incompatible with democracy’, so it’s simply ignored.
Assad-Regime and Russians, on the contrary, do not ignore these authorities, which is why they bomb civilians — see local courts, schools, hospitals, bakeries, whatever was left of industry, water supply facilities, even the waste disposal — as much as they do: to destroy such authorities or at least make their work impossible.
Most of such authorities meanwhile have more power in regards of every-day life in insurgent-held territories than armed groups. They are controlling the food supply, schools, water supply and waste disposal, they maintain ‘Free Police’ etc.
Although resisting the outcome of above-mentioned elections, even such powerful groups like the Jaysh al-Islam eventually had to accept the rule of the local committee over Eastern Ghouta. In some cases, this went so far that the local civilian authorities have forced local insurgent groups to open their underground facilities (including smuggling tunnels) to civilian use.
