There are no 'delays': depending on the system in question (and self-propelled howitzers take longer) it simply takes 40-90 days for Ukrainians to learn to maintain, drive, and deploy in combat what they are in the process of getting. Meanwhile, i.e. while the Ukrainians are training how to use all that stuff, it takes time to bring in related ammo, spares (like replacement barrels), and supplies, too.
