There's only a certain amount of troops the ZSU can 'pump' into Bakhmut. Sending even more troops there would make no sense: it would fill the battlefield with so many of them, the Russians would have it easy to hit them with artillery.
That's why the GenStab-U is sending only battalions from different brigades there.
In turn, this means that the rest of the brigades in question has enough time to rest, recuperate, re-equip and re-train - to strike somewhere else.
