That's not 'in a couple of weeks': training of additional Ukrainian troops, and re-training of existing troops is a continuous process - for months already.
Actually, every single month, between 5,000 and 12,000, perhaps more, Ukrainian troops are completing their training - often undertaken by instructors from NATO (and there is meanwhile more than 1,000 such instructors in Ukraine, in addition to thousands training Ukrainian troops abroad).
With other words: this is a result of work of months.
As about why are there 'still civilians in Bakhmut': because they don't want to go.
Is not the only such place. There are over 2,000 civilians 'still living' in Avdiivka, too.
Ukrainian authorities seem to be evacuating only those who want to go, but can't afford to travel on their own.
