Seriously now: in my 'quick and dirty' style, whoever could - both the defence sector (corporations, PMCs, think-tanks) and the NGOs found it opportune to - has, de-facto, money-laundered taxpayer's money into own pockets by fighting 'endless wars' for 20 years.
Nobody really cared about 'democratising Afghanistan' or 'democratising Iraq': all that was important was profit.
Should you have any doubts about this: ask yourself, how comes all the 'noble' NGOs never teach millions of people about taking care about themselves, just supply them with food and water....?
....and keep in mind: the principle is nothing new. It was developed already back in the 1920s, at least, and then by a certain British company named Vickers, best known as major arms manufacturer.
