One simply can't exclude them.
Sure, right now, they are unlikely - simply because the Russians have spent so many of their cruise- and ballistic missiles, that nowadays they're saving them for really important targets.
But, sorry, I cannot tell you, 'go to Kyiv, you're safe there' - if it is always possible they re-start rocketing the place.
