AFAIK, a good part of it is on Ukrainian territory, and, obviously, it's a dual-purpose object: one used by civilians, but for military purposes, too. Under different circumstances, attacking it might be dubious. However, considering the bridge is used by the Russians for their aggression on Ukraine, I would describe it as a 'legitimate target'.

Indeed, should Ukraine really get stuff like M142 HIMARS, I wouldn't be surprised if one of first things they do with it would be to strike that bridge.
