And re. overhaul of 2018: considering endemic corruption in Russia, I wouldn't be surprised if many of systems were 'just repainted', rather than overhauled and made operational again. Such things happen when different directors are 're-purposing' funding for private purposes.
Finally, and just for example: if really attacked by Ukrainian Neptune AShMs, Mosckva should've been able to shot down these with a combo of 60+ SAMs and its CIWS. If she hit a mine, then there was a major screw-up with de-mining operations. And if it was 'just an accident', (would that make things any better?) then oh dear.... can one trust Russian Navy's sailors not even to treat their ammo and equipment properly?
