It really depends on local commanders and their experiences and preferences. Some have it easy to work with division-level HQs, others not.

Just because somebody is not fighting 'US-' or 'NATO-style', nor 'Israeli-style', or 'Russian-style' - is not making anybody right nor wrong.

To a certain degree, considering the same Russian obssession with 'de-capitating strikes' like in the case of the Israelis, Americans, and Russians, think it's better to have several smaller, than 'single one' HQ.
