Indeed, I'm leaning towards your conclusions: problem was that, at the time of writing my stuff this morning, I haven't had enough info to feel it's 'safe' to draw such conclusions. In turn, the Russians citing 'quite a precise figure' of 2,227 defenders inside the complex, prompted me into the conclusion that, 'actually', the Keystone Cops have agreed to let the entire garrison withdraw.
That said, and like you, I foremost hope this means the entire garrison is going to be evacuated and reach Ukrainian lines safely.
Right now, Ukraine obviously cannot lift that siege, and this is unlikely to change for any time soon. Thus, better to save them.
