In Austria, it's the pro-Putin oligarchy that is dominating the economy for the last 20 years. Correspondingly, 'higher national interest' is to maintain good, at least 'working' relations to Putin.
....unsurprisingly, only a few days ago, the chief of the Austrian Commerce Chamber has publicly demanded an end of sanctions against Putin/Russia. Just like his predecessor was the first to ignore the purpose of such sanctions imposed back in 2014, and invited Putin for a visit to Vienna, back in early 2015....
.....with which we're 'back to the point 1': the armed forces 'must' take care to protect higher national interests. Therefore, Reisner has to do his duty.
....if that takes him ripping events out of their context: why not? Everybody in his position is doing the same.
