"The majority of cross-border activities - and their number went into thousands - were related to Palestinian refugees (civilians who either fled or had been expelled from their villages during the First Arab-Israeli War) attempting to access the land they lost as a result of the Palestine War. Israel insisted on indiscriminately designating all of them as 'terrorists', regardless of the fact that the vast majority of the civilians in question were never armed. Correspondingly, any related activities - armed or not, and whether or not they resulted in attacks on Israeli citizens or their possessions - were reported as 'terrorist attacks'. Not only the Israeli Defence Force (IDF), but above all the government of Prime Minister David Ben-Gurion, declared that all such 'attacks' were launched by Egyptian, Jordanian, Lebanese, and Syrian militaries, or at least with the consent of those governments. Furthermore, Israel began publishing wildly exaggerated figures about the damage these incursions caused. Inevitably this created the impression that Israel was under near-constant and murderous attack by its neighbours"

According to usual sources of reference - for example Martin Gilbert's The Routledge Atlas of the Arab-Israeli Conflict (ISBN 0-415-35901-5) - no less than 967 Israelis were killed in 'Arab terrorist attacks' between 1951 and 1955. In comparison, Benny Morris declared such figures for 'pure nonsense' and, 'based on a 1956 speech by David Ben-Gurion in which he used a phrase for casualties in their broad sense' (i.e. regardless if dead or wounded), and concluded that such figures were, 'three to five times higher than the figures given in contemporary Israeli reports', see Morris, p101.
