- to fire a weapon (Kh-22M) the seeker-head of which needs a target with a radar cross-section of at least 200 square metres or (if older Kh-22) 600 square metres

- (like the metal-made roof of that shopping mall), and

- then 'wonder/be surprised/deny' the weapon went for the shopping mall 'instead' for what the Russians say they were targeting.
