Tragically, this is war. At war, you first seek for solutions to kill the enemy or disable his/her ability to kill you. Only once you've done that are you searching for ways to repair things that were broken in the process of killing the enemy (and/or preventing him/her from killing you).
Thus, right now, repairing bridges spanning Dnipro is something like 'Problem 1,492,682' on the Ukrainian 'to do list'.
