Have discussed this again and again during the summer. Ukraine is manufacturing artillery ammo of Soviet calibres all the time: just not enough to build up its stocks - and that already before the war.
So, arms dealers were scrounging the market for 122 and 152mm ammo all over the world, and bought whatever they could get. Meanwhile, all of ammo factories of mulitple countries are producing 'for Ukraine only' (see: Bulgaria, just for example): it's still not enough because the expenditures are immense.
That's never going to change.
