Ternova is some 4-5km from the border, but further west from Russian positions. Starytsya is the same distance from teh border, but on the frontline. So, if somebody says, 'they're attacking Ternove', such an attack can only come from the north, not from the east - otherwise this somebody would first have to attack Starytsya, and there would be related reports.

Sorry, I do not see the relevance of this to the distance of either place to Stary Saltiv.
