Cruise missiles like the ones you're asking about are highly effective - for targeting fix/immobile targets. Contrary to the US-made AGM-86 CALCM and BGM-109 Tomahawk, the Russians cannot re-route their cruise missiles once they were launched. Thus, deploying them against mobile troops would make little sense.
Moreover, the Ukrainian Army units (regardless if regulars, reservists, territorial defence or foregin volunteers) are operating in very small units. Literally 'in platoons or less'. The Russians simply do not have that many cruise missiles as to effectivelly combat all of these.
