Check the map: the direction from which they're trying to reach Sloviansk is dominated by terrain not really suitable for rapid advance. The RFA is made for rapid advance on open plains; what's facing there are rolling hills and forests. So, it's not only the number of villages: it's the terrain that's their major problem.
