Meanwhile, following the ‘development’ of the ZSU - and thus the war in Ukraine - is not even like following a car-crash in slow motion: it’s like following a wholesale-, yet perfectly organised dissolution of the armed forces, and their conversion into private armies.

Two S-60/UH-60 Black Hawk helicopters landed in the middle of an open field outside Pokrovsk, to disgorge some 12-20 special forces operators (SOFs), so these can recover a petrol station secured by the Russian infiltrators. Sure, the SOFs recovered the spot, but then found themselves swarmed by dozens of the Russian drones…

You can guestimate the outcome, now. Three times, if necessary…

…where, hand on heart: the outcome didn’t matter. The only thing that did matter was that ‘General Budannov in person was in command of the operation’….

Of course, official Kyiv is celebrating this ‘operation’ as ‘turning the tide of the battle for Pokrovsk’. Which, thanks to Zele/Yermak/Syrsky/Budannov - is already lost but: hey, one can’t talk about lost battles in Kyiv. Zele/Yermak/Syrsky/Budannov never lost a single battle. Ask him: Debaltseve was Syrsky’s biggest professional achievement. Moreover, everybody knows that 12 SOFs can win a battle that - thanks to Syrsky’s and Budannov’s incompetence - multiple top ZSU brigades can’t win…

….and then there are plentiful people who still wonder whenever I mention the combination of corruption and incompetence at the top of the Ukrainian politico-military leadership. Kind of: nah, it’s not that, but heavy losses or whatever else…

Man: is it too complex to understand that heavy losses are a direct product of corruption and incompetence at the top? Is it too complex to understand that as much as such ‘operations’ are attracting praise from whatever bloggers, YouTubers- and all kinds of Ukraine-fans, official Kyiv is never talking about resulting losses, not even the outcome, and such ‘operations’ are, actually, nothing else but acts of sacrificing SOFs in entirely pointless fashion, in order to cover-up the catastrophe the top commanders have created?

And, is it then ‘impossible’ to comprehend that such actions are leaving me without a choice but re-assess both Syrsky and Budannov - from military incompetents to military-illiterates?

Guess, that must be as hard to understand as to understand when Ukraine is now belittled all over the social media for its amateurish propaganda work.

OK, fine. Thus, let me end this part with the following: before anybody complains about me always expressing critique, but never offering solutions, here’s one solution. Rename the HUR into the NKVD. That way, everything is going to be clear, and everybody in Ukraine (and abroad) is instantly going to know with what and whom are they dealing here. And where is the problem, too.

When it’s not the collapsing frontlines, nor 17,000-20,000 Ukrainians deserting from the ZSU every single month this year, when it’s not about the resulting manpower crisis, nor about the resulting lack of tanks (and other heavy equipment)… then all I’ve got to ‘report’ about ‘Ukraine’ in ‘this war’ these days are such thingies like the following one: an officer of the Border Guards bitterly complaining about disestablishment of his highly successful unit - because this wasn’t paying bribes to buy UAVs from monopoly-holding Fire Point corporation, co-owned by Zele/Yermak.

I’ve got the text of his letter to the Verkhnova Rada (Parliament) in Ukrainian, with a request to post as it is. Thus, here you are.

До Комітету Верховної Ради з питань національної безпеки, оборони та розвідки

Майора ДПСУ 1-го прикордонного загону ДПСУ, в/ч 9937 Касьянова Ю.В.

Прошу звернути увагу і перевірити обґрунтованість та військову необхідність ліквідації відділу прикордонної служби «Дозор-Київ 8» в/ч 1496 Державної прикордонної служби України. Відділ займався дальніми безпілотними ураженнями (deep strike).

Вважаю, що підрозділ ДК-8, так званий «підрозділ Касьянова», був ліквідований у зв’язку з моєю діяльністю щодо розкриття кричущих фактів корупції при закупівлі дронів FP-1 компанії Fire Point.

В активі підрозділу: влучення в межах москви, зупинка роботи аеропортів московського авіаційного хабу, вимкнення мобільного звʼязку в різних регіонах рф, зупинка роботи заводу «Кремній ЕЛ» в м. Брянськ, ураження дата-центру мобільного оператора «Фенікс» в м. Донецьк, нанесення ударів по авіації на ворожих аеродромах, знищення засобів ППО, нанесення ударів по місцях стартів «шахедів», по нафтосховищах, і т.д.

Завдяки низькій вартості засобів ураження, що застосовувалися відділом, та їхньої високої технологічності, здатності долати щільну систему ППО і працювати в умовах РЕБ, співвідношення витрат і нанесених збитків оцінюється приблизно 1:100.

В результаті необґрунтованих дій керівництва ДПСУ було знищено підрозділ, який проводив успішні операції із застосуванням ударних БпАК. Вартість витрачених засобів ураження складає ~2.5М дол. США, натомість тільки в результаті закриття московських аеропортів завдано збитків противнику на 16.5М дол. США (66 годин х 250К дол. США). А загальна сума завданих ворогу збитків в рамках бойової роботи в ДПСУ — більше 280М дол. США. При вартості одного засобу ураження в 5К дол. США навіть витрати на заходи протидії економічно стають невиправданими, оскільки його збиття засобами ППО суттєво перевищують цю цифру.

Особовий склад підрозділу, який пройшов багатомісячне навчання, злагодження, добре знав свою бойову роботу і успішно воював, було розкидано по інших підрозділах ДПСУ. Люди, які прийшли в наш підрозділ самостійно, за програмою рекрутингу, щоб займатися далекими безпілотними атаками, тепер виконують зовсім іншу роботу. З 79 людей, 4 одразу пішли в СЗЧ, хоча в нас ніколи не було СЗЧ-шників, 5 – звільнилися за сімейних обставин – бо мали маленьких дітей, хвороби, але воювали в нашому підрозділі.

На момент ліквідації в підрозділі було 3 льотні групи, які запускали далекобійні БПЛА; група аналітиків, які готували льотні завдання та аналізували результати; група РЕР; група програмістів та електронників; технічна група, яка готувала борти та бойові частини до застосування; випробувальна група; група зв’язку; група забезпечення: адміністративна група; комендантська група; свої медики та кухарі. Повний комплект для ефективної роботи.

В результаті розформування був не тільки ліквідований злагоджений військовий колектив, а й знищено матеріально-технічну базу. Підрозділ мав свої площі, якими забезпечував себе сам. Свої інструменти, компʼютерну та оргтехніку, автомобілі, засоби для групи РЕР для забезпечення безпечної бойової роботи польотних груп. Три автомобілі було придбано на підрозділ цільовим способом за рахунок фонду, волонтерів і поставлено на облік у військову частину 1496 — вони залишилися в частині. На БпЛА, які були здані у в/ч, залишилися «волонтерські» системи звʼязку, GPS трекери — оскільки часу і можливостей на демонтаж обладнання надано не було.

Для підрозділу за рахунок приватного бізнесу було побудовано комфортне неофіційне ППД площею 1 475 кв.м і вартістю 24 134 177,86 грн, яке було оснащено всім необхідним: два бомбосховища, кухня, туалети, душові, вода, опалення, протипожежна система, система водопостачання, очисні системи.

Наш підрозділ займав цей об’єкт з моменту закінчення будівництва і до ліквідації 1,5 року. Безкоштовно для держави - всі витрати на опалення, електрику, ремонт оплачував бізнес – тільки на електрику і опалення - 645 тис. грн за 24-25 роки.

Для потреб підрозділу і не за рахунок держави винаймався склад площею 138 кв.м, що коштувало 484 тис грн за 23-25 роки; орендувався офіс площею 199,7 кв.м, що коштувало 3,3 млн грн за 23-25 роки.

Не за державні гроші купувалися для підрозділу: меблі, комп’ютери, старлінки, генератори, каністри, екофло, додаткове паливо, витратні матеріали - засоби для миття автомобілів і приміщення, мийка високого тиску, оплачувалася робота прибиральниці в офісі.

Крім того, було облаштовано, оснащено обладнанням, забезпечено теплом, кондиціонерами, гарантованим електроживленням, офіційне ППД підрозділу, де військовослужбовці мали майстерні для складання бойових частин.

Купувалися і ремонтувалися автомобілі, причепи, кунги на автомобілі, фаркопи тощо.

Недержавним коштом була створена система РЕР (радіоелектронної розвідки) на спеціально купленому автомобілі і двох причепах. Така система і служба РЕР, яку ми створили, значно знизила ризики ураження підрозділу під час запуску безпілотників і на марші. За весь час роботи підрозділу в нас не було втрат – не загиблими, не пораненими.

Порахувати всі недержавні вливання в підрозділ неможливо.

Замість масштабування ефективного досвіду – підрозділ ліквідували. І це за умов, коли від дронів настільки залежить результат на сучасному полі бою. У всіх Силах оборони створюються нові підрозділи БпЛА, на базі наявних розгортаються більші з’єднання – спроможності цієї компоненти тільки нарощуються. Натомість, в ДПСУ тепер стало на один такий підрозділ менше. І це єдиний підрозділ ДПСУ, БпЛА якого долітали до москви, та й один з небагатьох у Силах оборони загалом.

Так, наприклад, 11 березня 2025 року Силами оборони України було здійснено масований наліт на Москву, в якому було задіяно одночасно близько 400 безпілотників різних типів - жоден з них не долетів. А 14 березня ми здійснили свою операцію по Москві, і з 24 запущених БПЛА до Москви долетіли 9 безпілотників.

Вже після ліквідації нашого підрозділу, протягом 4-х ночей з 26 жовтня Сили оборони України намагалися атакувати Москву іншими хорошими дорогими безпілотниками. Було витрачено не менше 70 штук БПЛА на суму не менше 7 млн доларів, що мінімум удвічі перевищує всі витрати держави на закупівлю розроблених нами БПЛА з початку 2022 року. Жоден безпілотник за 4 ночі атак не досяг Москви. Чому тоді ми - «неефективні» і «безрезультативні»?

Заяви ДПСУ про нашу нібито «неефективність» та «безрезультативність» не відповідають дійсності – дані звітів цього не підтверджують. За 1,5 року перебування в ДПСУ не було проведено жодної наради щодо ефективності, не було винесено доган командирам, не було ухвалено керівних рішень щодо «неефективності». В разі неефективності змінюється командування або засоби ураження, але не ліквідується злагоджений і налагоджений на бойову роботу військовий організм.

Тому рішення про ліквідацію вважаю не обґрунтованим.

Вважаю, що рішення про ліквідацію підрозділу ДК-8 10 мобільного загону ДПСУ було ухвалено як «політичне» – у відповідь на мою критику монополізації ринку далекобійних безпілотних ударних комплексів компанією Fire Point.

Я багато писав і говорив на цю тему, давав інтерв’ю, а 2 жовтня 2025 року давав свідчення детективам НАБУ. Того ж дня, через кілька годин після допиту в НАБУ, адміністрацією ДПСУ було ухвалено рішення про розформування нашого підрозділу, спочатку - як нам оголосили вранці 3 жовтня 2025 року - «у зв’язку зі службовою необхідністю», через кілька днів було оголошено, що «у зв’язку з безрезультативністю».

15 жовтня 2025 року я подав заяву до Тимчасової слідчої комісії (ТСК) Верховної Ради з проханням розібратися в обставинах ліквідації підрозділу ДК-8. Однак досі ТСК ВР не може розпочати роботу у зв’язку з тим, що адміністрація ДПСУ не надає необхідні документи, пов’язані з розформуванням «підрозділу Касьянова».

Адміністрація ДПСУ організувала проведення «внутрішнього розслідування», в ході якого співробітники Внутрішньої безпеки ДПСУ допитують колишніх військовослужбовців підрозділу ДК-8 за опитувальником з 24 питань, намагаючись отримати “докази” «злочинної діяльності» Юрія Касьянова. Такі багатогодинні допити порушують сам принцип презумпції невинуватості і дуже схожі на допити сталінського НКВС, яке намагалося з усіх сил вибити потрібні свідчення.

Проти мене розгорнуто широку брудну кампанію в соціальних мережах, спрямовану на дискредитацію мого чесного імені.

Все це робиться для того, щоб я не міг свідчити на засіданні ТСК ВР, а також давати свідчення в НАБУ і ДБР за фактами корупції на закупівлях дронів deep strike.

Прошу Комітет Верховної Ради з питань національної безпеки, оборони та розвідки дати свою оцінку ситуації. Я готовий надати відповіді на всі питання і пояснити свою позицію перед шановними депутатами - членами Комітету.

Kasyanov I request that you review and verify the validity and military necessity of the liquidation of the border guard unit ‘Dozor-Kyiv 8’ military unit 1496 of the State Border Guard Service of Ukraine. The unit was engaged in deep strike operations.I believe that the DK-8 unit, the so-called ‘Kasyanov unit’, was liquidated in connection with my activities to expose blatant corruption in the procurement of FP-1 drones from Fire Point. The unit’s achievements include: strikes within Moscow, shutdown of airports in the Moscow aviation hub, shutdown of mobile communications in various regions of the Russian Federation, shutdown of the Kremniy EL plant in Bryansk, damage to the data centre of the mobile operator Phoenix in Donetsk, strikes on enemy airfields, destruction of air defence systems, strikes on launch sites for suicide bombers, oil depots, etc.Thanks to the low cost of the weapons used by the unit and their high technological sophistication, ability to overcome dense air defence systems and operate in electronic warfare conditions, the ratio of costs to damage inflicted is estimated at approximately 1:100. As a result of the unfounded actions of the State Border Service leadership, the unit that carried out successful operations using strike UAVs was destroyed.

The cost of the weapons used is approximately $2.5 million, while the closure of Moscow airports alone caused $16.5 million in damage to the enemy (66 hours x $250,000). The total amount of damage inflicted on the enemy as part of combat operations by the State Border Service is more than $280 million. With the cost of one weapon at $5,000, even the cost of countermeasures becomes economically unjustifiable, as the cost of shooting it down with air defence weapons significantly exceeds this figure. The personnel of the unit, who had undergone many months of training and coordination, knew their combat work well and fought successfully, were scattered among other units of the State Border Guard Service. People who joined our unit independently, through a recruitment programme, to engage in long-range unmanned attacks, are now doing completely different work. Of the 79 people, four immediately joined the Special Forces, although we never had any Special Forces personnel, and five resigned due to family circumstances – because they had small children or illnesses – but they fought in our unit. At the time of liquidation, the unit had three flight groups that launched long-range UAVs; a group of analysts who prepared flight tasks and analysed the results; a REP group; a group of programmers and electronics engineers; a technical group that prepared aircraft and combat units for use; a testing group; a communications group; a support group: an administrative group; a commandant’s group; our own medics and cooks.

A complete set for effective work. As a result of the disbandment, not only was a well-coordinated military team eliminated, but the material and technical base was also destroyed. The unit had its own premises, which it provided for itself. It had its own tools, computer and office equipment, vehicles, and equipment for the RER group to ensure the safe combat operations of flight groups. Three vehicles were purchased for the unit on a targeted basis at the expense of the fund and volunteers and registered with military unit 1496 — they remained in the unit. The UAVs that were handed over to the military unit retained their ‘volunteer’ communication systems and GPS trackers, as there was no time or opportunity to dismantle the equipment. A comfortable unofficial temporary accommodation facility with an area of 1,475 square metres and a cost of 24,134,177.86 hryvnias was built for the unit at the expense of private business. It was equipped with everything necessary: two bomb shelters, a kitchen, toilets, showers, water, heating, a fire protection system, a water supply system, and sewage systems. Our unit occupied this facility from the moment construction was completed until its liquidation 1.5 years later. At no cost to the state, all expenses for heating, electricity, and repairs were paid for by the business – only for electricity and heating – 645,000 UAH for 24-25 years. For the needs of the unit and not at the expense of the state, a warehouse with an area of 138 square metres was rented, which cost 484,000 hryvnias over 23-25 years; an office with an area of 199.7 square metres was rented, which cost 3.3 million hryvnias over 23-25 years.

The following items were purchased for the unit at no cost to the state: furniture, computers, satellite phones, generators, canisters, eco-flo, additional fuel, consumables (car and room cleaning products, high-pressure washers), and the services of an office cleaner. In addition, the unit’s official PPD, where servicemen had workshops for assembling combat units, was equipped, furnished, heated, air-conditioned, and provided with a guaranteed power supply. Cars, trailers, car covers, tow bars, etc. were purchased and repaired. A radio-electronic reconnaissance (RER) system was created at private expense on a specially purchased vehicle and two trailers. This system and the RER service we created significantly reduced the risks of damage to the unit during the launch of drones and on the march. During the entire time the unit was in operation, we had no casualties – no deaths, no injuries. It is impossible to calculate all the non-state investments in the unit. Instead of scaling up the effective experience, the unit was liquidated. And this is despite the fact that the outcome on the modern battlefield depends so much on drones. New UAV units are being created in all branches of the Armed Forces, and larger formations are being deployed on the basis of existing ones – the capabilities of this component are only increasing. Instead, the State Border Guard Service now has one less such unit.

This is the only unit of the State Border Guard Service whose UAVs reached Moscow, and one of the few in the Armed Forces in general. For example, on 11 March 2025, the Ukrainian Defence Forces carried out a massive raid on Moscow, involving about 400 drones of various types at the same time – none of them reached their target. And on 14 March, we carried out our operation on Moscow, and out of 24 UAVs launched, 9 drones reached Moscow. After the elimination of our unit, the Ukrainian Defence Forces tried to attack Moscow with other good, expensive drones over four nights starting on 26 October. At least 70 UAVs worth at least $7 million were spent, which is at least twice the total cost of the state’s purchases of the UAVs we developed since the beginning of 2022. Not a single drone reached Moscow during the four nights of attacks. Why, then, are we ‘ineffective’ and ‘inefficient’? The State Border Service’s statements about our alleged “ineffectiveness” and ‘inefficiency’ do not correspond to reality – the data in the reports do not confirm this. During 1.5 years of service in the State Border Guard Service, not a single meeting on effectiveness was held, no reprimands were issued to commanders, and no management decisions on ‘ineffectiveness’ were made. In case of ineffectiveness, the command or means of destruction are changed, but the well-coordinated and combat-ready military body is not liquidated.

I believe that the decision to liquidate the DK-8 10 mobile unit of the State Border Guard Service was made as a ‘political’ move in response to my criticism of Fire Point’s monopolisation of the long-range unmanned strike complex market. I wrote and spoke extensively on this topic, gave interviews, and on 2 October 2025, I gave testimony to NABU detectives. On the same day, a few hours after the interrogation at NABU, the State Border Guard Service administration decided to disband our unit, initially – as we were told on the morning of 3 October 2025 – ‘due to operational necessity’, and a few days later it was announced that it was ‘due to ineffectiveness’. On 15 October 2025, I submitted a statement to the Temporary Investigation Commission (TIC) of the Verkhovna Rada with a request to investigate the circumstances surrounding the liquidation of the DK-8 unit. However, the TSC of the Verkhovna Rada has not yet been able to begin its work because the State Border Service administration has not provided the necessary documents related to the disbanding of the ‘Kasyanov unit.’ The State Border Service administration has organised an ‘internal investigation’ during which State Border Service Internal Security officers are interrogating former servicemen of the DK-8 unit using a 24-question questionnaire in an attempt to obtain “evidence” of Yuriy Kasyanov’s ‘criminal activity’.

Such lengthy interrogations violate the very principle of presumption of innocence and are very similar to the interrogations conducted by Stalin’s NKVD, which tried with all its might to extract the desired testimony. A widespread smear campaign has been launched against me on social media, aimed at discrediting my good name. All this is being done to prevent me from testifying at the meeting of the Verkhovna Rada Temporary Investigation Commission, as well as from giving evidence to the National Anti-Corruption Bureau and the State Bureau of Investigation on the facts of corruption in the procurement of deep strike drones. I ask the Verkhovna Rada Committee on National Security, Defence and Intelligence to give its assessment of the situation. I am ready to answer all questions and explain my position to the honourable members of the Committee.
