This is the same, short-sighted and dumb, US-centrist way of monitoring things like the one that Qaddaffi was toppled by the NATO (and thus there was no popular uprising in Libya)...
That's, de-facto, repeating Putin's mistake. The only problem is: Putin is scared of democracy because for him democracy = his personal accountability (for all of his wrong-doings in Russia of the last 22+ years). In the case of characters like Mearsheimer it's so that people like him either forgotten to appreciate pluralism, or are intentionally avoiding pointing it out.
