Again: not all of Rosgvardia are 'police': they've got a full Spetsnaz division and 16 Spetsnaz brigades, plus several regiments - all trained in COIN ops, all mounted on BTRs, and all deployable as operational forces.
It's rather so that their involvement in combat is rarely published: Ukrainians are too busy with reporting other topics, and Putin's not interested in Rosgvardia's combat involvement being propagated (except for those silly Chechen 'special forces', who are 'necessary' as a PR-tool for Kadyrov).
Actually, the more I think of different reactions here, the more I grow the impression that many here are mixing Rosgvardia with the VOG (Voyska okhranyy goroda, i.e. Guards Units). That's yet another 'internal security' branch, and then yes: one solely tasked with guard- and police duties.
