AFAIK: yes. But, ever since, the factories there — all of these are meanwhile run by Iranians, i.e. the IRGC — they were repeatedly hit by insurgent BM-21s. For example, in November 2016, one of factories for artillery rockets was hit and blew up (so much so, one of IRGC generals in control of that project went for the record to complain about a ‘US air strike’). Immediately afterwards, Obama issued an order (via Turkey, of course) for all such attacks to cease (and insurgents then began rocketing Fouah and Kefraya instead), while the Russians deployed one of their SA-10 (S-300) and one SA-22 (Pantsyr) SAM-sites there.
